AV static on 3500Tv

I have had static on both audio and video using 3500 TV Agp hooked to time warner cable. Just upgraded form 98 SE to XP and it is still doing the same thing. The standard is set for ntsc-m but not highlighted. Any suggestions would be appreciated.
